1. About This Service

1.1 These Terms and Conditions govern the SCUML (Special Control Unit Against Money Laundering) Registration service offered by Rexobe Consult Ltd to all clients engaging our services.

1.2 SCUML registration is a mandatory legal compliance requirement for all Designated Non-Financial Businesses and Professions (DNFBPs) operating in Nigeria as defined under the Money Laundering (Prevention and Prohibition) Act. By engaging this service, the client acknowledges their obligation to comply with this requirement.

1.3 This service has no Standard or CEO Plan variants. All clients engaging this service receive the same deliverable at the same price regardless of entity type.

1.4 This service is available to registered businesses only. Clients must have a valid CAC registration before proceeding. Unregistered businesses are not eligible for this service.

2. Pricing

2.1 The price for SCUML Registration is as follows (excluding Oil & Gas and Energy sector clients, see clause 2.2):

2.2 Oil & Gas / Energy Sector Exemption: The price stated in clause 2.1 does not apply to businesses operating in the Oil & Gas and Energy sectors. These sectors attract a separate and distinct pricing structure. Clients in the Oil & Gas or Energy sector are advised to contact Rexobe Consult directly before making payment to obtain the correct pricing applicable to their sector. Any payment made at the standard price by an Oil & Gas or Energy sector client will be treated as incomplete payment and the service will not commence until the correct amount has been paid in full. Rexobe Consult shall not be held liable for any delays arising from incorrect payments made by clients who failed to disclose or confirm their sector before proceeding with payment.

3. What Is Included in This Service

3.1 Upon successful registration, the client will receive the following deliverable:

• SCUML Certificate delivered as a soft copy via the client’s registered email address

3.2 Please note clearly: The SCUML Certificate is issued and delivered digitally only. The Economic and Financial Crimes Commission (EFCC) / SCUML no longer issues hard copy certificates under any circumstances. Accordingly, Rexobe Consult cannot and will not provide a hard copy of the SCUML Certificate regardless of the client’s request. This is a regulatory policy of SCUML and is entirely outside the control of Rexobe Consult.

3.3 Clients are advised to save and preserve the soft copy certificate immediately upon receipt as Rexobe Consult will not be responsible for certificates lost after delivery to the client’s email address.

3.4 No other deliverables beyond the SCUML Certificate stated above are included in this service under any circumstances.

4. Payment

4.1 Payment for this service can be made through the following channels:

• Direct bank transfer to the official Rexobe Consult Ltd bank accounts listed below:

4.2 Clients making payment via bank transfer must send a screenshot of the payment immediately after transfer to Rexobe Consult for confirmation. Your service slot is only secured upon payment confirmation by Rexobe Consult.

4.3 Clients are advised to ensure that payment is made strictly to the official Rexobe Consult Ltd bank accounts as stated above. Rexobe Consult will not be liable for payments made to any other account.

4.4 The amount paid must correspond exactly to the service price of ₦59,125 unless the client falls under the Oil & Gas / Energy sector pricing communicated separately. Any discrepancy in the amount paid will be flagged and must be resolved before the service can commence.

4.5 Rexobe Consult will not be held responsible for failed transactions or incorrect amounts entered by the client.

5. Document Submission

5.1 Upon payment, clients are required to submit all necessary documents for SCUML Registration. The following are required from the principal director/business owner:

• CAC Registration Documents (Certificate of Registration, Status Report, and all incorporation documents)
• Date of Birth
• NIN Slip (clear photograph)
• Bank Details
• Bank Verification Number (BVN)
• Tax Identification Number (TIN) Evidence
• Professional Certificate (where applicable, see clause 5.2)

5.2 Professional Certificate (Where Applicable): Clients whose business operations fall under a licensed or regulated profession are required to provide a valid professional or practice certificate alongside their other documents. This applies to, but is not limited to:

• Medical and healthcare practitioners (doctors, pharmacists, nurses, dentists, etc.)
• Legal practitioners (lawyers, notaries)
• Accountants and auditors
• Estate agents and property managers
• Architects and engineers
• Any other profession or business that requires a government-issued licence or practice certificate to operate legally in Nigeria

Failure to provide a required professional certificate where applicable will be treated as an incomplete submission and will not trigger the service timeframe.

5.3 It is the client’s sole responsibility to determine whether their profession or business category requires a professional certificate and to provide it accordingly. Rexobe Consult will flag this during the document review process but ultimate responsibility rests with the client.

5.4 It is the client’s sole responsibility to ensure that all information and documents submitted are accurate, valid, and current. Any errors, rejections, or complications arising from incorrect, expired, or invalid documents provided by the client will attract additional correction charges at the client’s expense.

5.5 The service timeframe countdown does not begin until all required documents have been received in full and confirmed as complete by Rexobe Consult.

5.6 Clients who make payment without submitting the required documents are granted a grace period of three (3) months to provide all necessary documentation. Please refer to Section 7 for the consequences of failing to submit documents within this period.

5.7 Expired or invalid CAC documents will not be accepted. Clients must ensure their CAC registration is active and in good standing before submitting documents. Any costs associated with renewing or updating CAC documents are not covered under this service and will be borne entirely by the client.

6. Service Timeframe

6.1 SCUML Registration will be completed within 5–10 working days from the date all complete and accurate documents are received and confirmed by Rexobe Consult, all things being equal.

6.2 This timeframe is subject to the processing schedules of SCUML, the Economic and Financial Crimes Commission (EFCC), the Nigerian Financial Intelligence Unit (NFIU), and other relevant government authorities. Rexobe Consult shall not be held liable for delays caused by SCUML portal downtime, system changes, regulatory updates, or any circumstances beyond our control.

6.3 The one-month timeframe only begins when complete documents are submitted. Incomplete submissions will not trigger the timeframe.

6.4 Working days refer to Monday through Friday, excluding Nigerian public holidays. Submissions made on weekends or public holidays will begin processing on the next available working day.

7. Document Submission Deadline & Administrative Penalty

7.1 Clients who make payment but fail to submit the required documents are granted a grace period of three (3) months from the date of payment to provide all necessary documentation.

7.2 Failure to submit the required documents within the three-month grace period will attract a monthly administrative penalty of 2.5% of the total service fee, applied at the end of each subsequent month until all documents are provided.

7.3 If there is a change in the price of the service during this period, the client will be required to pay the difference between the original amount paid and the updated service fee, in addition to any accumulated administrative penalties.

7.4 Accumulated administrative penalties must be settled in full before Rexobe Consult will commence processing of the client’s registration.

8. Client Review & Approval Responsibility

8.1 Before any application is submitted to SCUML on the client’s behalf, Rexobe Consult will send the completed registration details to the client for review and approval.

8.2 The client is expected to carefully review all details for accuracy, including business name, director information, BVN, TIN, bank details, and all other information, before granting approval.

8.3 Once the client approves the details, the client assumes full responsibility for the accuracy of the content therein. Any errors, queries, fines, or additional charges arising from incorrect information that was approved by the client will be borne entirely by the client.

8.4 Approval of details by the client signifies that the client is satisfied with the content and authorises Rexobe Consult to proceed with submission. No corrections will be made at Rexobe Consult’s expense after client approval.

8.5 If the client identifies an error before approval, it must be communicated immediately so corrections can be made before submission. That is the only window for free corrections.

9. Compliance Disclaimer

9.1 SCUML registration is a statutory compliance obligation under Nigerian law. Rexobe Consult acts solely as a registration facilitator and does not provide legal or compliance advisory services beyond the registration process itself.

9.2 It is the client’s sole responsibility to ensure ongoing SCUML compliance after registration, including but not limited to timely renewal of the SCUML Certificate upon expiry. Rexobe Consult shall not be held liable for any penalties, sanctions, or consequences arising from the client’s failure to renew or maintain compliance after the certificate has been delivered.

9.3 Clients are advised to consult a qualified legal or compliance professional for guidance on their broader AML/CFT (Anti-Money Laundering / Combating the Financing of Terrorism) obligations beyond the scope of this registration service.

9.4 Any regulatory changes introduced by SCUML, the NFIU, the EFCC, or any government authority after the commencement of the registration process that affect the client’s application are outside the control of Rexobe Consult and shall not constitute grounds for a refund or dispute.

9.5 Clients are advised that operating a SCUML-regulated business without a valid SCUML Certificate attracts serious legal penalties under Nigerian law. Rexobe Consult shall not be held liable for any penalties, fines, or sanctions imposed on the client arising from non-compliance prior to or during the engagement of this service.

10. Refund Policy

10.1 Pre-Commencement Refund (Within Three (3) Months): Where a client has made payment but has not yet submitted the required documents and requests a refund within the three (3) month grace period, a refund will be processed less a 20% administrative fee deducted from the total amount paid.

10.2 Pre-Commencement Refund (After Three (3) Months): Where a client requests a refund after the three (3) month grace period has elapsed and documents have still not been submitted, the refund will be processed less:

• A 20% administrative fee, AND
• 2.5% of the total service fee for every month that has elapsed beyond the three-month grace period

10.3 Post-Commencement, No Refund: Once Rexobe Consult has commenced work on the client’s registration, including but not limited to submission of documents to SCUML or payment of any government charges, no refund will be issued under any circumstances.

10.4 Completed Work, No Refund: Where the SCUML Registration has been fully completed and the certificate has been delivered to the client’s email address, no refund will be issued regardless of the reason for the request.

10.5 Cancellation by Rexobe Consult: In the unlikely event that Rexobe Consult is unable to fulfil its obligations and initiates cancellation, a refund will be provided less a 30% fee to cover costs already incurred up to the point of cancellation.

10.6 Refunds will be processed within three (3) weeks from the date the refund request is approved by Rexobe Consult.

11. Document Preservation

11.1 Clients are expected to save and preserve the SCUML Certificate immediately upon receipt to their email address. Rexobe Consult will not be responsible for certificates lost, deleted, or inaccessible after delivery to the client’s registered email address.

11.2 Certificate retrieval is not free. If a client requires retrieval of a previously delivered certificate, this will attract applicable retrieval charges entirely at the client’s expense.

12. Limitations & Exclusions

12.1 Rexobe Consult is not responsible for any losses, penalties, sanctions, or business consequences arising from delays caused by SCUML, government agencies, incomplete client documents, missing professional certifications, or client inaction.

12.2 These Terms and Conditions govern the standard service offering of Rexobe Consult Ltd for SCUML Registration and are separate from any promotional terms that may have been issued during any promo period.

12.3 Rexobe Consult does not guarantee the outcome of any SCUML application, as approval is entirely at the discretion of the relevant regulatory authorities.

12.4 Rexobe Consult cannot provide a hard copy of the SCUML Certificate under any circumstances as this is a regulatory policy of SCUML/EFCC and is entirely outside the control of Rexobe Consult.

13. General Provisions

13.1 Rexobe Consult reserves the right to amend these Terms and Conditions at any time. Clients will be notified of any material changes.

13.2 These Terms and Conditions shall be governed in accordance with the laws of the Federal Republic of Nigeria.

13.3 Any dispute arising from this service shall first be attempted to be resolved amicably between both parties before any further action is taken.
